(a) The commission shall determine annually the total amount available for awards in the upcoming academic year and shall create allocations based on a formula to be recalculated each November for the subsequent academic year.

(b) The formula, as calculated by the commission, shall be based on the total full time undergraduate enrollment of New Hampshire residents, as reported by eligible institutions on or before November 1.

(c) The participating institution's allocation percentage shall be determined by dividing the institution's total full time undergraduate New Hampshire enrollment by the sum of the full time undergraduate New Hampshire enrollment of all participating institutions.

(d) Each participating institution's allocation shall be equal to the institution's percentage multiplied by the total funds available for distribution.

(e) Notwithstanding the forgoing, scholarship funds shall be distributed to a participating institution based on the number of eligible students awarded a scholarship and upon receipt of a request for reimbursement for such scholarship funds accompanied by appropriate documentation as described in Csp 407.04.
