Except in the case of a proceeding related to the board's emergency suspension of a license pursuant to Ch 208.02, a hearing based on a complaint of licensee misconduct shall be held within 3 months of the date of the notice commencing the proceeding unless otherwise agreed by the board, the complainant and the licensee.
