Rules that amend the state fire code described in RSA 153:1, VI-a shall be adopted pursuant to RSA 153:5, I, according to the procedure provided in these rules. Rules shall be proposed by petition or on the board's own initiative. The state fire marshal shall have coextensive authority with the board and shall participate equally in the procedure provided in this part.
