(a) On appeal, the appellant shall have the burden of proving, by a clear preponderance of the evidence, that the licensing board's decision was:

(1) Not supported by substantial evidence on the record;

(2) Arbitrary and capricious;

(3) An abuse of the licensing board's discretion; or

(4) Otherwise unlawful.
