(a) Any person shall make a request to the board to commence a proceeding for the purposes of updating or changing the state building code manuals for the codes described in RSA 155-A:1, IV by filing a petition which contains:
(1) A statement of the intent,
purpose, or particular result intended by the petitioner;
(2) If the petitioner proposes to amend or
repeal an existing rule, an identification of the particular rule sought to be
amended or repealed;
(3) Any data
or argument the petitioner believes would be useful to the board in deciding
whether to commence the adoption of the rule; and
(4) The proposed text.
