The presiding officer shall accept any proposed findings of fact and conclusions of law and shall direct any party to submit proposed findings of fact and conclusions of law pursuant to RSA 541-A:35 if the presiding officer believes proposed findings or conclusions would be helpful to the board in deciding the case. Pursuant to RSA 541-A:35, if, in accordance with this section, a party has submitted proposed findings of fact, the board's decision shall include a ruling upon each proposed finding.
