(a) Any person may request a declaratory ruling from the commission on matters within its jurisdiction by filing an original and 5 copies of a petition pursuant to Bal 205.01(a).
(b) Such a petition shall also set forth the following information:
(1) The exact ruling
being requested;
(2) The statutory
and factual basis for the ruling, including any supporting affidavits or
memoranda of law;
(3) A statement
as to how and why the issuance of a ruling on this subject would benefit the
petitioner, other interested persons, and the public at large; and
(4) The identity, including mailing addresses
when reasonably available, of specific persons whose interests would be
affected by the issuance or non-issuance of the ruling in question.
