The commission shall grant a petition to adopt, amend or repeal a rule if the proposal is consistent with the election laws of the State of New Hampshire, advances the purposes thereof and, if implemented, would be required to be adopted as a rule. If the petition is denied, the commission shall state the reason therefor in the order. If the petition is granted, the commission shall undertake to commence a rulemaking proceeding in accordance with RSA 541-A:6.
