(a) A document shall be considered filed when it is actually received at the secretary of state=s office and conforms to the requirements of this chapter. A document tendered for filing which is patently and facially in violation of the commission's rules shall be returned to the sender and not accepted for filing.

(b) All correspondence to the commission shall be addressed to the ballot law commission in Concord in care of the secretary of state.

(c) All documents filed shall be filed with an original and 5 copies.
