Except where a time period is fixed by statute, the commission shall, upon motion or upon its own initiative, enlarge or shorten the time provided for the filing of any document, or advance or postpone the time set for any oral hearing, prehearing conference, or other activity if the commission finds that good cause exists. In determining whether good cause exists the commission shall consider the magnitude of the waiver, the reason and the necessity for the waiver and the prejudice to other parties.
