The department shall accept information for advertising in the bulletin which is about:
(a) The agricultural items and services described in Agr 503.03; and
(b) Coming agricultural events, excluding:
(1) Horse shows;
(2) Trail rides;
(3) Old home days;
(4) Foliage tours; and
(5) Commercially sponsored events.
