(a) The quarantine facilities shall be separated from other buildings where horses are housed as follows:

(1) All doors or gates shall be secured; and

(2) All paddocks, pastures or exercise areas shall be properly fenced to prevent escape and contact with any other horses.

(b) The owner or agent shall designate personnel to care for the animals in quarantine and to be responsible for their knowledge of the requirements.

(c) Personnel pursuant to (b) above shall wear boots that shall be disinfected with a germicide/viruside prior to entry and on leaving the quarantine facility.

(d) Protective clothing for personnel who care for the animals shall be available at the entrance of the quarantine facility and shall be used only in the facility.

(e) The accredited veterinarian shall be responsible for sterilization of his or her equipment and supplies used in a quarantine facility. "Accredited veterinarian" means a licensed veterinarian approved by the USDA-APHIS administrator and the state animal health official to perform duties as outlined in 9 CFR, 161.2(d)(1) through (16) published in the Code of Federal Regulations, January 1, 2007.

(f) Manure, bedding, hay and other material from the quarantine area shall be spread on open crop land, incinerated or burned in accordance with local requirements.

(g) All gloves, sleeves, speculums and other disposable material after each culture or treatment shall be placed in plastic garbage bags and stored in the quarantine facility until burned, autoclaved or the quarantine is released.

(h) All equipment used in the stalls or on the animals shall remain in the quarantine area.

(i) Visitors shall not be permitted in the quarantine area.

(j) A horse under quarantine shall remain in the quarantine facility until all laboratory results indicate that the horse in quarantine is CEM free.

(k) If any medical emergency occurs requiring medical treatment in an equine hospital during non-office hours of the state veterinarian and the state veterinarian cannot be reached at home, the farm manager shall notify the equine hospital of the fact the animal is under quarantine for CEM. The farm manager shall not transport such equine unless he receives assurance from the equine hospital that the quarantine shall be maintained in that equine hospital.

(l) If a quarantined horse escapes, the escape shall be reported within an hour of discovery to the state veterinarian.
