Every investment adviser registered or required to be registered in this State and that has its principal place of business in a state other than this State is exempt from the requirements of sections 10, 11 and 13 to 18, inclusive, if the investment adviser is licensed in such a state and is in compliance with the recordkeeping requirements of that state.
