If a record is made, kept, maintained and preserved in compliance with Rule 17a-3 or 17a-4 of the Securities Exchange Act of 1934, and the record is substantially the same as a record required to be made, kept, maintained and preserved pursuant to sections 10, 11 and 13 to 18, inclusive, the record made, kept, maintained and preserved in compliance with the Securities Exchange Act of 1934 shall be deemed to meet the recordkeeping requirements set forth in sections 10, 11 and 13 to 18, inclusive.
