As used in NRS 706.437, the Director of the Department will interpret the term "common carrier of property" to mean any person or operator, including a motor convoy carrier, who operates a motor vehicle or a combination of vehicles with a gross vehicle weight rating in excess of 26,000 pounds and who holds himself or herself out to the public as willing to transport by motor vehicle from place to place, either upon a fixed route or on-call operations, the property of all who may choose to employ the person or operator.
