RESOURCE PLANNING AND ENERGY CONSERVATION FOR CERTAIN NATURAL GAS UTILITIES

"Substantive conservation and energy efficiency program" means, for a gas utility, a conservation and energy efficiency program included in a conservation and energy efficiency plan accepted by the Commission for which the energy savings can be demonstrated using industry standards.
