"Major facilities for the supply of gas" means those facilities for the production, transmission, compression or storage of natural gas, or a combination of such facilities or substitutes for such facilities, that are required to meet the demand imposed upon a utility's system. The term includes major additions or modifications to the distribution system which are planned to maintain adequate capacity and the cost of which exceeds $10,000,000.
