"Forecast of base growth" means a forecast of the load on a utility's system based on normal weather conditions and the most likely set of future conditions or forces which would have an effect on that load, including, but not limited to, conservation induced by price, conservation resulting from laws and regulations and governmental programs, and conservation resulting from existing programs sponsored by utilities.
