Section 704.9111 - "Long-term avoided cost" defined

"Long-term avoided cost" means the incremental costs of electric energy or capacity, or both, to a utility which, but for the purchase of electric energy or capacity from one or more qualifying facilities, the utility would generate itself or purchase from another source over a period exceeding 1 year.
