At a hearing on a proposed regulation, the presiding officer may permit the questioning of those persons submitting statements in order to clarify testimony. The cross-examination of persons who testify is not permitted. The period for comment may be extended by the Commission so that written comments on statements of other persons which are offered at the hearing may be submitted to the Commission.
