The inclusion of a statement showing the effects, on an annualized basis, of expected changes in circumstances submitted with a general rate application pursuant to subsection 4 of NRS 704.110 must not preclude or restrict consideration of forward-looking data or alter the forward-looking nature of the process for determining the return on equity.
