1. Except as otherwise provided in subsection 2, a person who wishes to apply for a license as a provider where the location of the principal place of business is outside of this State must agree to:
(a) Make available to the Commissioner, at a
location within this State, the books, accounts, papers, records and files of
the principal place of business located outside this State; or
(b) Pay the reasonable expenses for travel,
meals and lodging of the Commissioner incurred during any investigation or
examination made at an office or principal place of business located outside
this State.
2. The Commissioner may, for good cause, allow the electronic submission of books, accounts, papers, records and files described in subsection 1.
