A grant agreement must specify an end-date for the project for which the grant is awarded. Unless otherwise expressly approved by the Program, the end-date for the project must provide that the project will be substantially completed not more than 2 years after the Notice to Proceed is provided to the grantee as described in subsection 1 of NAC 490.1435.
