The Department will deny or refuse to issue a license to any person who, upon an examination of the person's driving record in this State, any other state, the District of Columbia, any territory or possession of the United States or any country, indicates that his or her driver's license or privilege to drive in that jurisdiction is suspended, revoked or cancelled or his or her application for a driver's license in that jurisdiction has been denied.
