No person may engage in the business of producing commercial displays of fireworks or flame effects without possessing a license issued by the State Fire Marshal. Conducting commercial displays of fireworks or flame effects includes the display or discharge of fireworks or flame effects at an entertainment before the public or a private group which has been admitted or permitted to view the display.
