The property of a decommissioned facility is eligible for release for unrestricted use if the residual radiation, distinguishable from background radiation, including groundwater sources of drinking water:
1. Results in the average member of the critical group receiving a total effective dose equivalent that does not exceed 25 millirem (0.25 millisievert) per year; and
2. Is as low as is reasonably achievable.
