A program for inspecting and maintaining transport containers that complies with the provisions of 10 CFR § 34.31(b), as those provisions existed on January 1, 2001, shall be deemed to comply with the applicable provisions of Part 71 of Title 10 of the Code of Federal Regulations, as those provisions existed on January 1, 2001.
