"Certificate" means the certificate issued by the Division under this chapter to a person certifying him or her to be qualified as an emergency medical dispatcher, an emergency medical responder, an emergency medical technician, an advanced emergency medical technician, a paramedic or an instructor in a program of training in emergency medical services.
