"Neighborhood electric vehicle" means a motor vehicle that is certified to zero emission vehicle standards and meets the definition of a low-speed vehicle as that term is defined in section 385.5 of the California Vehicle Code or meets the standards for a low-speed vehicle set forth in 49 C.F.R. § 571.500, as it existed on July 1, 2000.
