A zone of mixing for the assimilation of municipal, agricultural and industrial discharges from point sources which have received the best degree of treatment or control practicable under existing technology is recognized as necessary. The purpose of this limited zone is to provide for a current realistic means of control over such discharges and at the same time achieve the highest attainable level of water quality.
