1. An applicant shall conduct value engineering if the total estimated cost of constructing the water project is more than $10,000,000. Any recommendations derived from the value engineering must be carried out to the extent feasible.
2. If the Division determines that a water project is especially complex, the Division shall require the applicant to submit the project for peer review.
3. As used in this section:
(a) "Peer review" means a cursory review of
the work of the design engineer for a water project, conducted by a person with
equal competence and expertise in that discipline who is retained by the
applicant specifically to provide suggestions or comments which may enhance the
performance of the water project or aid in the operation and maintenance of the
water project; and
(b) "Value
engineering" means a specialized technique for controlling costs which uses a
systematic and creative approach to identify and focus on any unnecessary cost
to reduce the cost of a water project without affecting the reliability or
efficiency of the water project.
