1. An invasive body decoration operator shall wash his or her hands and exposed portion of his or her arms in accordance with the provisions of subsections 2 and 3:

If an invasive body decoration establishment is equipped with an automatic handwashing facility or device that has been approved by the health authority, an invasive body decoration operator may use such a facility or device according to the manufacturer's instructions in lieu of the handwashing procedure prescribed in subsections 2 and 3.
