An endorsement to teach pupils in a program of orientation and mobility that is valid on the effective date remains valid until the date on which the license of the holder must be renewed. In order to renew such an endorsement, the holder must submit with his or her application to renew that license proof that he or she possesses the credentials prescribed by NAC 391.391, as amended by section 2
