All pleadings, including, without limitation, complaints, petitions, answers, briefs, motions, affidavits and applications, must be addressed to the State Controller. All pleadings shall be deemed to be officially received by the State Controller when a true copy of the paper or document, properly addressed and stamped, is deposited in the United States mail.
