1. Upon receipt of a high school diploma, or its equivalent, a designated beneficiary who is enrolled at an eligible educational institution may request a distribution from the account created pursuant to section 9 by submitting such a request on a form prescribed by the Office of the State Treasurer.

2. The Office of the State Treasurer shall grant a request for a distribution for a qualified higher education expense that is submitted pursuant to subsection 1 on or before the date prescribed in paragraph (b) of subsection 2 of section 12.

3. A distribution pursuant to this section must be made directly to the eligible educational institution in which the designated beneficiary is enrolled.
