"Habitat conservation plan" means a plan to protect or enhance a wildlife habitat for an endangered species or other species that need special protection, or a plan to protect or enhance essential habitat for biodiversity. The plan may include a procedure for compliance with the Endangered Species Act of 1973, 16 U.S.C. §§ 1531 et seq.
