The application process for the adoption of a child through an agency which provides child welfare services must be available to all persons regardless of age, color, race, gender, sexual orientation, ethnicity, disability, income, religion or national origin. These factors must be considered only to the extent that they affect or may affect the ability of a person to meet the needs of a specific child.
