An Effective Financing Statement, and amendment, continuation, or termination thereof, is not a part of the Master Lien List of the Central Filing System, and not effective as notice to any registrant or person inquiring until the document has been properly filed with the Filing Officer, such Filing Officer has caused the information therefrom to be entered into the computer system, and the information is contained in the Master Lien List of the Central Filing System.
