An oil well shall be considered completed when the first oil, exclusive of a quantity equal to any crude or refined oil injected into casing or formation as a part of the completion operations, is produced through wellhead equipment from the producing interval after casing has been run. A gas well shall be considered completed when the well is capable of producing gas through wellhead equipment from the producing zone after casing has been run. A dry hole or nonproductive well shall be considered completed when all provisions of plugging are complied with as set out in these rules.
