It shall be the responsibility of the Board to approve or deny the issuance of licenses under the Motor Vehicle Industry Regulation Act. However, the Board reserves the right, at its discretion, to delegate, the administrative purposes, any part thereof to the Executive Director in such cases where, in the opinion of the Board, the matter will be handled more expeditiously in this manner. Applications for renewal of licenses shall be filed not later than December 31 of each year.
