PUBLIC PARTICIPATION AT COMMISSION MEETINGS

It shall be the policy of the Commission to include in agendas of all regularly scheduled meetings which are held four (4) times a year, an agenda item entitled "Public Participation".

Under the "Public Participation" item on the agenda, the public in attendance will be invited to identify any topic on the agenda they wish to address. If any person expresses his or her intent to speak to an agenda item(s), the name of such person(s) will be listed under the agenda item(s) and he or she will be given the opportunity to speak when the item comes before the Commission.

Members of the public will speak to an agenda item after Commissioners have commenced discussion, but prior to any formal action by the Commission regarding such item. Any member of the public exercising the right to speak on an agenda item will be limited to the amount of time allowed to speak at the discretion of the Chairperson.

No member of the public exercising the right to address the Commission shall be allowed to examine any individual Commissioner on any item/question before the Commission unless invited to do so by the Chairperson.

Public participation at all other meetings of the Commission including hearings, emergency meetings, special meetings, and committee meetings will be at the discretion of the presiding officer.
