If, upon inspection, a boiler or pressure vessel is found to be in such condition that it is unsafe to operate, the certificate of inspection shall be suspended. If a Certificate of Inspection is suspended or revoked or otherwise cannot be issued, then the boiler or pressure vessel shall be considered to be unsafe.
