The Health Insurance Premium Payment (HIPP) Program is intended to serve as a cost saving measure for Medicaid, and does not confer any additional benefits upon the client. Accordingly, the client does not have the right to appeal an adverse decision regarding enrollment or participation in the Health Insurance Premium Payment (HIPP) Program.
