Written notification and designation of plans and specifications as "APPROVED - STATE OF NEBRASKA - DEPARTMENT OF HEALTH -DIVISION OF HOUSING AND ENVIRONMENTAL HEALTH" shall constitute a permit for construction, provided construction is begun within six months. When construction is delayed beyond this period it will be necessary for the owner to obtain an extension in writing from the State Department of Health. Plans shall be submitted in duplicate. Failure to submit plans shall constitute cause for the denial, refusal of renewal, suspension or revocation of a recreation camp permit.
