In addition to denial of an application, the termination of a grant, and any other penalty contained in a grant agreement, any person who fails to comply with all applicable local, state, and federal statutes, rules, regulations, ordinances, or orders may be disqualified from future grants at the discretion of and for a time period specified by the Director.
