For new large swine, poultry, and veal calf concentrated animal feeding operations, there shall be no discharge of manure, litter, or process wastewater pollutants into waters of the state from the production area. The production area shall be operated in accordance with these regulations and designed, constructed, operated and maintained to contain all manure, litter, and process wastewater including all runoff and direct precipitation.
