"Dwelling" means a building, structure, or place used or intended to be used for human occupancy as a single family or multi-family residence and which generates domestic wastewater. If any portion of the wastewater generated at such a building, structure or place is a non-domestic wastewater, the facility will be considered a non-dwelling facility.
