"Sanitary sewer" or "Sewer" means pipes, conduits, manholes, cleanouts, and all other constructions, devices, appurtenances, and facilities used for collecting or transporting wastewater to an ultimate point for storage, treatment, or disposal. This does not include storm sewers conveying storm water runoff.
