"Dwelling" shall mean a building, structure, or place used or intended to be used for human occupancy as a single or multi-family residence and which has the capacity to generate "sanitary wastewater" flow equivalent to or less than 20 persons, or a fluid flow equal to or less than 1,000 gallons per day.
