(1) In order to comply with the provisions of 15-1-201 and 15-7-103, MCA, all contracts for reappraisal or reclassification between commercial appraisal firms or individuals and the various counties of this state must be approved by the department. Specifications for the work to be accomplished must be related in detail in the contract.
